The three identifiers point to a specific stored certificate
CPSC's Product Registry guide defines Certifier ID, Product ID and Version ID as the three Certificate Identifiers needed to identify a specific certificate stored in the Registry. They are the key data sent in a Reference PGA Message Set.
Certifier ID identifies the importer/certifier account
The Certifier ID is created for the Business Account and links the filed reference to the correct certifier. Treat it as controlled organization master data and give brokers the exact value used in the Registry.
Product ID identifies the product
CPSC permits Product ID types including GTIN, SKU, UPC, model number, serial number, registered number and Alternate ID. The Product ID should reconcile to your own product records and, where practical, to identifiers visible in commercial documentation.
Version ID identifies the certificate version
The Version ID is unique for a given Product ID and distinguishes certificate versions. CPSC guidance describes new versions in situations such as testing renewal, material changes, different manufacturing facilities or labs, or later edits to certified information.
Why internal version control matters
A broker using the wrong Version ID can reference the wrong stored certificate even when the Product ID is correct. Maintain an internal change log showing which version is current, why it changed, when it became effective and what evidence supports the new certificate.
Do not confuse Registry IDs with the Full PGA path
CPSC states that the Product Registry is not required for companies filing Full PGA Message Sets. In that path, the broker receives the required certificate data rather than the three Registry identifiers. Your handoff tracker should distinguish the two.
