This guide focuses on internal data control and eFiling readiness. Use current CPSC, CBP, broker, and qualified legal/compliance guidance for product applicability, certificate type, safety-rule citations, testing exceptions, HTS treatment, and filing decisions.
Small importer does not mean small data problem
A company with a modest catalog can still coordinate finished-product identifiers, overseas factories, test labs, applicable rules, records contacts and customs brokers. The risk is not sheer volume; it is missing or stale information arriving too late in the import cycle.
Use one controlled product master
Avoid maintaining separate “broker,” “quality,” and “CPSC” spreadsheets with conflicting values. Build one certificate-data master and link every important field to its source or owner.
Keep reusable trade parties separate
Factories, labs, brokers and records contacts repeat across products. A simple trade-party register reduces re-entry and makes address or contact changes visible.
Choose your filing workflow deliberately
You can work with your broker on Full PGA data or use the Product Registry and Reference PGA identifiers where appropriate. CPSC says the Registry is not required for Full PGA filing, so a small importer should choose the workflow that fits its systems and trade partners rather than assuming another platform is mandatory.
Create a pre-shipment cutoff
Review certificate data before the broker is waiting on the entry. A readiness checklist should surface missing rule support, manufacture data, testing information, records contacts, Registry identifiers or broker confirmations while there is still time to fix them.
Reuse the system
The value of a lean control workbook is that the next shipment starts from a reviewed product record. Track changes instead of recreating the certificate package from scratch each time.
