This guide focuses on internal data control and eFiling readiness. Use current CPSC, CBP, broker, and qualified legal/compliance guidance for product applicability, certificate type, safety-rule citations, testing exceptions, HTS treatment, and filing decisions.
Confirm who is responsible for what
CPSC notes that a broker may have different responsibilities depending on the import arrangement. Before shipment, document the importer/certifier role, the broker's filing role and who is responsible for supplying certificate information.
Confirm the filing path
For a Full PGA Message Set, the broker needs the required product certificate data elements. For a Reference PGA Message Set, the broker uses the Product Registry Certificate Identifiers: Certifier ID, Product ID and Version ID. Do not send a generic “CPSC data attached” email without making the path explicit.
Tie the handoff to a shipment or entry reference
Track the PO, shipment, container, entry or other reference your broker uses. A correct certificate package is still operationally weak if nobody can reconcile it to the imported goods.
Record the deadline
Certificate data must reach the filing process before products enter U.S. commerce. Work backward from the broker's entry timeline and create an internal cutoff for unresolved product or testing records.
Log exactly what was sent
For Full PGA data, retain the reviewed data package. For Reference filing, retain the three identifiers and the Registry certificate/version they point to. If additional documentation was requested, log that separately from the actual PGA data.
Require confirmation
Record when the broker confirms receipt and whether any validation or filing issue remains open. The handoff is not complete merely because an email was sent.
Feed errors back into the master data
If the broker identifies an identifier mismatch, missing field or stale record, correct the controlled source rather than patching only the shipment email. That prevents the same error from recurring.
