The operating problem

EPR reporting becomes a data problem long before it becomes a filing problem.

Packaging information is often scattered across product files, supplier emails, specification sheets, invoices, and employee knowledge. Product catalogs change. State-sales data lives somewhere else. Reporting instructions and fee schedules change over time.

The Syntera Packaging EPR Desk gives that recurring work a controlled operating system. It is not a black-box compliance claim. It is an organized, reviewable body of data and evidence your company can use in its reporting process.

Controlled operating record

What the EPR Desk helps you maintain

01

Packaging bill of materials

Structured product, SKU, component, material, and weight records built from customer- and supplier-provided electronic data.

02

Supplier evidence index

Supporting documents connected to the applicable packaging records, with source and status made visible.

03

Gap and assumption register

Missing, uncertain, or unverified data plus documented assumptions and customer decisions tracked in one place.

04

Reporting calendar

An operating calendar for customer-identified programs, using generally published dates checked on the agreed cadence.

05

Review-ready workpapers

Aggregated state-sales inputs, preliminary fee estimates with stated assumptions, and filing-input packages for customer review.

06

Version and change history

Controlled updates and comparison with the prior customer-approved dataset so the next cycle does not start from zero.

Service fit

Built for real reporting work without a full compliance department.

Best fit

Consumer-product brands, manufacturers, importers, and private-label businesses managing dozens or hundreds of SKUs through lean finance, operations, sustainability, or compliance teams.

Initial supported programs

The founding-client pilot supports operational preparation for California, Colorado, and Oregon only. Your company or adviser must identify the programs and legal entities to include.

Not a fit

This is not legal counsel, material testing, packaging measurement, a producer-status opinion, portal administration, or an outsourced certification and filing service.

Your company retains authority.

Syntera does not infer legal applicability from sales data. Work involving another jurisdiction requires a separate written scope.

How it works

From scattered records to a repeatable reporting process.

1

Assess the environment

Review a defined catalog sample, customer-declared sales footprint, available packaging records, supplier relationships, and current workflow.

2

Build the data foundation

Structure customer- and supplier-provided electronic product, component, material, weight, and evidence records.

3

Track gaps

Place missing records and unresolved assumptions into a visible register, then prepare standardized source-request lists.

4

Prepare the cycle

Organize approved inputs and prepare preliminary calculation workbooks or exports using published methods and customer-approved assumptions.

5

Review and submit

Your authorized team resolves discrepancies, approves the package, enters or uploads data, certifies, submits, corresponds, and pays.

Questions

Packaging EPR Desk FAQ

Does Syntera determine whether our company must report?

No. Syntera can organize information relevant to that determination, but your company or legal counsel must decide which entities, products, jurisdictions, and programs apply.

Does Syntera file reports for us?

No. Syntera prepares the agreed calculation workbook or filing-input export, evidence index, and review package from customer-approved inputs. Your authorized representative administers the account, enters or uploads data, certifies, submits, corresponds, and pays.

What information will we need to provide?

Typically: product and SKU records, packaging specifications, component weights, supplier documentation, aggregated sales by state and reporting period, brand and entity information, and prior registrations or reports. Consumer-level transaction records and consumer personal information are not accepted.

What happens when packaging data is incomplete?

Syntera records the gap, identifies the needed source, prepares a standardized request list, and tracks only the reminder rounds included in the plan. Your company obtains the source information and approves any permitted estimation method before use.

Are fee estimates guaranteed?

No. Estimates are preliminary arithmetic using customer-approved inputs and an identified publicly available fee schedule or methodology as of a stated date. Actual program invoices may differ.

Is this software?

The founding-client version is a managed operational service supported by structured data tools and documented workflows. It combines automation with human-controlled decisions.

Can our attorney or sustainability consultant participate?

Yes. Syntera can maintain the operational record and implement documented decisions provided by your internal team or professional advisers.

Scope boundary

Syntera Systems provides data-management, documentation, workflow, and administrative support using customer- and supplier-provided electronic records. Syntera does not measure or test packaging, independently verify evidence, classify materials, reconstruct missing source data, provide legal advice, determine legal applicability or producer status, use customer portal credentials, certify customer data, submit reports, correspond with programs on the customer’s behalf, or guarantee compliance, acceptance, deadlines, or fee amounts. Customers remain responsible for source-data accuracy, legal and classification decisions, registrations, approvals, certifications, submissions, account-specific notices, correspondence, and payments. Generally published dates are checked only for named programs and on the cadence stated in the agreement. Requirements and program guidance may change, and customer delays pause dependent delivery dates. All services are subject to a written scope of work and data-handling terms.
