Packaging BOM for EPR: How to Structure Component-Level Packaging Data

What an EPR-ready packaging BOM does

A packaging bill of materials connects a saleable SKU to the individual packaging components and the source records behind them. It should answer: what components are present, who supplies them, what are they made of, what do they weigh, what evidence supports those facts and when did the data become effective?

Keep source descriptions and reporting mappings separate

Store the supplier's or technical source description in one field and your controlled reporting mapping in another. California maintains a Covered Material Categories List and reporting guidance that can change over time. Keeping the raw source description lets you revisit a mapping without losing the original evidence.

Use stable identifiers

Give SKUs and components stable IDs. A bottle used across five products should be identifiable as the same controlled component when appropriate. Supplier part numbers are valuable but should not be your only identifier because suppliers and part numbers can change.

Add effective dates

Packaging changes during the year. Effective-from and effective-to dates help distinguish a current component from a superseded version and make it possible to explain why the same SKU had different packaging data across periods.

Link evidence directly

Each controlled component should point to the specification, drawing, declaration, measurement record or other evidence supporting its key attributes. A filename, document ID or controlled folder path is better than relying on someone's inbox.

Use the BOM as the hub

Supplier requests, assumptions, change control and annual reconciliation should all reference the same SKU/component IDs. That turns the BOM into the hub of the EPR data-control process rather than another isolated spreadsheet.
