This guide addresses internal packaging-data controls and reporting readiness. Use current state, PRO and legal guidance for producer status, covered-material determinations and filing requirements.
Start with the reporting problem, not the portal
A useful packaging EPR spreadsheet is an internal source-of-truth for the data that eventually feeds reporting. Circular Action Alliance says producers select a methodology for collecting base supply data and determine information including sales and packaging weights before submitting through its portal. That means the spreadsheet needs to control the source data before anyone starts copying numbers into a reporting system.
Use one row per packaging component
A single row per finished SKU is usually too coarse. Break packaging into components such as bottle, cap, label, carton, tray, pouch, insert, film or pad. Give each component its own identifier, supplier, part number, material description, weight, evidence source and effective dates. This preserves the detail needed to map source records to current program categories.
Track the fields that explain every number
At minimum, maintain SKU, product, component, supplier, supplier part number, source material description, controlled reporting category, finished component weight, recycled-content field where relevant, evidence type, evidence location, effective date, status, reviewer and notes. Do not overwrite source descriptions when you later map them to a reporting category; keep both.
Separate facts from estimates
If a component weight came from a supplier specification, say so. If it was physically measured, retain the measurement record. If it is estimated, mark it as an estimate and log the basis. An unexplained value is difficult to review and even harder to reproduce next year.
Add workflow, not just columns
A mature spreadsheet also needs a supplier request queue, an assumptions register, packaging change control, prior-year/current-year reconciliation and a final readiness review. Those controls turn a static data table into a repeatable annual process.
Design for the next reporting cycle
Oregon DEQ describes producer supply reporting as an annual obligation, and CAA's producer calendar shows recurring reports across multiple state programs. Preserve prior-year values and effective dates instead of rebuilding the workbook each year. The goal is a dataset that rolls forward.
