This guide addresses internal packaging-data controls and reporting readiness. Use current state, PRO and legal guidance for producer status, covered-material determinations and filing requirements.
Why annual reconciliation matters
Packaging EPR is not a one-time data project. Oregon requires annual supply reporting, and CAA's calendar shows recurring annual or interim reports across state programs. A controlled roll-forward is safer and faster than rebuilding packaging data from scratch every spring.
Freeze the prior-year baseline
Retain the dataset used for the prior reporting cycle, along with submission files and confirmations. Do not simply overwrite it. The prior-year baseline becomes the comparison point for the next cycle.
Reconcile the SKU population
Compare prior and current active SKUs. Classify additions, discontinuations and status changes. New products should trigger packaging-data collection; discontinued products should be handled consistently with the applicable reporting period rather than simply deleted from history.
Reconcile components and weights
Compare component IDs, suppliers, materials and weights. Investigate variances and tie them to evidence. A weight change without a packaging change may indicate a corrected specification—or a data-entry problem.
Clear or reapprove assumptions
Review every unresolved assumption from the prior cycle. Replace estimates with evidence where possible. If an assumption remains necessary, document why and obtain the appropriate internal review rather than carrying it forward silently.
Archive the completed cycle
At the end of the process, retain the final controlled dataset, exception resolutions, reviewer sign-off, submitted files and portal receipts or confirmations. That evidence shortens next year's reconciliation and supports internal review.
