Mandatory eFiling makes certificate-data quality an import workflow problem.
CPSC's eFiling program took effect July 8, 2026 for importers of regulated consumer products subject to certification requirements. Importers must electronically transmit certificate information before products enter U.S. commerce. The operational challenge is assembling accurate product, certifier, rule, manufacturing, testing and records-contact data—and getting the right information to the filing path or customs broker.
The Syntera kit is an internal control layer for that work. It does not replace CPSC's Product Registry, official CSV template, API, ACE filing, or a customs broker.

Two filing paths create a coordination problem
CPSC explains that importers can use a Full PGA Message Set, providing the required certificate data elements for filing, or a Reference PGA Message Set that points to a certificate stored in the Product Registry using its Certifier ID, Product ID and Version ID. If your process involves a broker, those identifiers and supporting data must be communicated accurately and on time.
