This guide focuses on internal data control and eFiling readiness. Use current CPSC, CBP, broker, and qualified legal/compliance guidance for product applicability, certificate type, safety-rule citations, testing exceptions, HTS treatment, and filing decisions.
Start with CPSC's current template
CPSC provides the bulk-upload template and CSV user guide in its eFiling Document Library. Use the current official file rather than recreating the upload schema yourself.
Do not change the official column names casually
CPSC's CSV guidance warns that the template structure and formatting matter. The official Excel template is a starting point, and the final file is saved as CSV for upload. Keep your internal data-control workbook separate from the upload template so filing-format changes do not destroy your source records.
Control dates and text formatting
CPSC's CSV guide notes that Excel can reformat values, including dates, in ways that interfere with Product Registry parsing. Treat formatting as a filing control: copy reviewed values into the official template, preserve required text formats, and validate the final CSV after saving.
Watch delimiter-sensitive content
The CPSC guide also cautions that commas inside data fields can cause problems because the upload is comma-separated. A pre-upload check should catch formatting characters, missing required values and identifier mismatches before the file reaches the Registry.
Keep evidence outside the CSV
The upload file is not the place to manage source documentation. Maintain an internal evidence index linking products to manufacturer records, lab reports, testing dates, applicable rule support, records contacts and any testing-exception documentation.
Use a two-stage review
First review the underlying certificate data for completeness and support. Then review the populated official CSV for formatting and upload readiness. Combining those reviews into one last-minute check makes it harder to distinguish a legal/data problem from a file-format problem.
