This guide focuses on internal data control and eFiling readiness. Use current CPSC, CBP, broker, and qualified legal/compliance guidance for product applicability, certificate type, safety-rule citations, testing exceptions, HTS treatment, and filing decisions.
Testing data must be tied to the certificate
CPSC explains that certificates identify applicable rules and the testing used to support the certification. Store testing records in a way that lets a reviewer see which lab and report support which product and rule.
Capture the most recent applicable test date
Do not rely on a file name such as “latest report.” Record the test or report date in structured data and link it to the evidence location. If a new test supersedes the old one, preserve the change history.
Control the laboratory identity
Maintain legal lab name, address and contact information from the supporting report or current source. Children's products may require testing by a CPSC-accepted third-party laboratory for applicable children's product safety requirements.
Link rules to the testing that supports them
A product may be certified to multiple rules and testing may come from more than one lab or report. Your register should avoid implying that one test supports every citation when it does not.
Track testing exclusions separately
CPSC's current eFiling FAQ states that testing exclusions relied upon must be identified. Maintain the code, rationale/source and review status separately from ordinary laboratory testing so an exception is not mistaken for missing evidence.
Keep optional evidence fields optional
CPSC notes that some product-testing fields such as test URL or report identifiers can be optional in eFiling. Your internal control system can still retain richer evidence references without assuming that every internal field must be transmitted.
