This guide focuses on internal data control and eFiling readiness. Use current CPSC, CBP, broker, and qualified legal/compliance guidance for product applicability, certificate type, safety-rule citations, testing exceptions, HTS treatment, and filing decisions.
Finished-product identification
The certificate must identify the finished product clearly enough to connect the filing data to the imported item. If your business uses several identifiers, maintain a controlled crosswalk among SKU, UPC/GTIN, model number and broker-facing shipment data.
Party certifying compliance
Maintain the legal identity and contact information for the certifying party. For eFiling operations, CPSC distinguishes the importer/Importer of Record context from the party responsible for certification in certain broker arrangements, so your internal data should make responsibility explicit.
Applicable consumer product safety rules
Certificates identify the applicable rules, bans, standards and regulations to which the product is certified. This is a legal/compliance determination, not a field to guess from a prior spreadsheet. Keep the source or qualified review supporting each citation.
Manufacture date and place
CPSC certificate guidance requires manufacture date and place information. Track the finished-product assembly/manufacture location at the level needed to distinguish facilities when necessary, and keep the source record used to populate the certificate.
Testing date and laboratory
The certificate data includes the most recent applicable testing information. Maintain the test date, lab identity, location, report reference and connection to the rules supported by that testing. For children's products, third-party testing requirements may apply.
Testing exclusions when relied upon
CPSC's eFiling FAQ states that the revised requirements identify testing exclusions relied upon. If an exclusion applies, control the applicable code and documentation rather than leaving the rationale in an email or individual employee's memory.
Records-contact information
The certificate identifies the person maintaining supporting test records. Treat this as controlled master data; personnel changes can make a previously correct certificate record stale.
