It describes several acceptable forms of evidence, including an FDA portal screenshot and, when a seller qualifies for a MoCRA registration exemption, a self-attested exemption document.
That approach matters after FDA’s September 9, 2026 cosmetics clarification. FDA says it does not issue certificates, verification letters, emails, or exemption confirmations for cosmetic facility registration or product listing. A seller should answer TikTok’s actual data request with accurately labeled evidence—not search for an agency certificate that will never arrive.
What TikTok Shop cosmetics compliance documents may include
For a TikTok Shop proof of FDA registration request, TikTok’s current policy says the evidence must include:
- the establishment name, matching the manufacturer, importer, or repacker shown on the product label;
- the establishment’s physical address;
- the establishment’s operation type;
- the registration number; and
- an FDA registration that is active when submitted.
The policy lists three evidence paths. First, a screenshot of the FDA registration portal is acceptable if the image clearly shows that it comes from the FDA website. Second, TikTok accepts a third-party FDA registration verification letter if the third party’s name and contact information appear clearly on the letter. Third, a seller that qualifies for a MoCRA registration exemption may submit self-attested documentation that clearly states the exemption criteria and the seller’s attestation of eligibility.
Any third-party letter must identify its private issuer and must not imply FDA approval or certification.
The registered-facility path: assemble the record before you upload
- Confirm the correct establishment. Match the physical location and legal name to the product label and the Seller Center application. Do not use a corporate headquarters record if a different establishment manufactured or processed the product.
- Check status and timing. FDA’s Cosmetics Direct page says the facility homepage displays registration status and renewal date. Confirm the status is current before capturing the screen.
- Capture the full context. Include enough of the page to establish that it is the FDA portal, while ensuring the establishment name, address, operation type, registration number, status, and renewal information are readable. Preserve the original capture and record the date.
- Add a requirement map. A one-page index can identify where each requested field appears. This is especially useful when the label uses a DBA or when contract manufacturing creates more than one relevant entity.
- Keep identifiers distinct. A facility registration number and a Cosmetic Product Listing Number serve different purposes. TikTok’s category-qualification guide gives a Cosmetic Product Listing Number as an example of FDA-related documentation for general cosmetics. FDA’s registration and listing guidance says the product listing number is not available for public disclosure. If TikTok requests it, retain a dated first-party submission or portal record that connects the number to the correct product. Do not rely on an unrelated public search result.
The exemption path: self-attest with support
If you believe the MoCRA small-business exemption applies, do not ask FDA for an exemption letter. FDA says it is not generally asking companies to submit exemption documentation and does not provide exemption certificates.
Prepare a signed and dated self-attestation identifying the entity, role, review period, sales-test basis, and product categories. FDA’s test uses average U.S. gross annual cosmetic sales for the previous three years—less than $1 million, adjusted for inflation—and excludes four product groups regardless of sales: regular eye-mucous-membrane contact, injection, internal use, and certain appearance changes lasting more than 24 hours.
Keep the calculations and source records behind the attestation. A short seller-facing letter can state the conclusion without disclosing more financial detail than TikTok requests. The reseller path: focus on traceability and labels
TikTok’s current beauty policy says resellers may be asked for a purchase invoice. The invoice must be in English, issued within the previous 365 days, name and address the supplier, and show a product that matches the category to be listed. A reseller may also need a cosmetic product label showing the product name and net contents on the principal display panel, plus the ingredient list, manufacturer/importer/distributor name and address, and warning statements on the information panel.
If a product offers health-related or medical benefits and is an over-the-counter drug, TikTok may also ask for a Drug Facts label. FDA explains that intended use—including online claims—can make a product a drug or both a drug and cosmetic. Review FDA’s classification overview if its status is uncertain.
How to submit through the Qualification Center
TikTok’s current instructions direct sellers to log in to Seller Center, select the shop icon, and go to My Account > Account Settings > Qualification Center > Category Qualification. Select Add Category Authorization, follow the prompts, upload the requested documents, and submit.
Use the live prompt as the final checklist. Upload legible, unaltered records and keep the submitted copy. TikTok says many rejections involve missing, incorrect, or unclear documents. If rejected, read the specific reason, update only what is needed, and resubmit. Do not “fix” a record by editing a portal screenshot. Common mismatch checks before submission
- Does the establishment name match the label, or is the relationship documented?
- Does the address describe the correct physical establishment?
- Is the registration active today, and is the renewal date visible where available?
- Is the requested identifier a facility number, product listing number, NDC, or something else?
- Does the product label in the packet match the exact SKU and claims in the listing?
- For a reseller, is the invoice recent enough, in English, and traceable to the supplier?
- For an exemption, is the self-attestation signed, dated, and backed by a current analysis?
