A rejected TikTok Shop Beauty category qualification does not automatically mean the product is ineligible. TikTok’s current U.S. guide says many rejections involve missing, incorrect, or unclear documents. The fastest response is to preserve the rejection reason, identify the exact field or relationship that failed, and submit a limited correction.
Do these four things before you upload again.
- Open the rejected category. In Seller Center, go to My Account > Account Settings > Qualification Center > Category Qualification and select the rejected category.
- Save the exact reason. Capture the message, date, account, category, affected products, and prior submission.
- Check the current role-based policy. Manufacturer, importer, repacker, and reseller paths do not use the same documents.
- Replace only what failed. Submit clear originals and a short evidence index; do not edit a portal capture or invent an agency certificate.
TikTok Shop’s Category Qualification guide, dated August 11, 2026, directs sellers to open the rejected category, review the reason and related policy, update or replace the required records, and resubmit. The governing beauty requirements are in TikTok Shop’s September 1, 2026 Beauty and Personal Care Products Requirements.
Rejection reason to document fix: a practical matrix
Seller Center wording can vary. Use this matrix to diagnose the packet, then follow the live rejection message if it asks for something different.
| Rejection or symptom | What to check | Focused correction |
|---|---|---|
| Missing or incorrect FDA documentation | Did the prompt ask for facility registration evidence, a Cosmetic Product Listing Number, an NDC, or another record? | Answer the exact prompt. For facility proof, TikTok’s beauty policy identifies the establishment name, physical address, operation type, registration number, and active status as required fields. |
| Name or address does not match | Compare the Seller Center application, product label, portal record, invoice, and legal/DBA names. | Use the correct physical establishment and current label. Add a short relationship note and supporting record if a legitimate DBA, responsible person, importer, or contract manufacturer creates a mismatch. |
| Inactive, expired, or stale record | Check current facility registration status and renewal date in Cosmetics Direct. Check invoice age and current product status. | Complete any required FDA update or renewal before recapturing the portal. For a reseller invoice, TikTok’s current beauty policy requires issuance within 365 days. |
| Unclear, cropped, low-quality, or altered file | Can the reviewer read every requested field and identify the source? | Upload a legible original file or full-context portal capture in the format the live prompt accepts. Do not splice, retouch, overwrite, or assemble fields to resemble an FDA document. |
| Wrong document for seller role | Is the account applying as a manufacturer/importer/repacker or as a reseller? | Use the role selected in the application. TikTok’s current policy separates registration evidence for manufacturers/importers/repackers from invoice and label evidence for resellers. |
| Invoice rejected | Check supplier name and address, issue date, language, product description, and category match. | Provide an English invoice issued within 365 days that names and addresses the supplier and shows a product matching the category. Do not substitute a packing slip or unrelated marketplace screenshot. |
| Label evidence incomplete | Check both the principal display panel and information panel. | Show product name and net contents, plus the ingredient list, manufacturer/importer/distributor name and address, and warning statements. If the item is an OTC drug, follow the separate Drug Facts requirements. |
| Exemption proof not accepted | Does the document clearly state the applicable criteria, entity, products, date, and the seller’s own attestation? | Use a signed, dated self-attestation supported by the company’s current exemption analysis. Do not call it an FDA exemption letter or imply FDA confirmed the conclusion. |
| Wrong identifier | Was a facility registration number submitted when the prompt asked for a product listing number, or vice versa? | Label each identifier by type and connect it to the correct facility or product. A facility registration number and a Cosmetic Product Listing Number are not interchangeable. |
What proof of FDA registration should show
For manufacturers, importers, or repackers, TikTok’s current beauty policy says proof of FDA registration must include:
- the establishment name, matching the manufacturer, importer, or repacker on the product label;
- the establishment’s physical address;
- the establishment’s operation type;
- the registration number; and
- an active FDA registration at submission.
The policy lists an FDA registration portal screenshot, a third-party verification letter that clearly identifies its private issuer and contact information, and—for a qualifying business—a self-attested MoCRA registration-exemption document as possible evidence paths. Use the live prompt to decide which path applies.
FDA’s September 9, 2026 cosmetics clarification is an important boundary: FDA does not issue certificates, verification letters, emails, or exemption confirmations for cosmetic facility registration or product listing. A private service may issue its own letter, but the letter must not be represented as FDA-issued or as product approval.
If the portal screenshot was rejected
- Confirm the record is the right establishment. The corporate office, responsible person, contract manufacturer, importer, and physical manufacturing facility can be different entities.
- Confirm status before capture. FDA’s Cosmetics Direct page says the facility homepage displays REGISTRATION STATUS and RENEWAL DATE.
- Keep the FDA context visible. The image should show that it comes from the FDA portal while keeping the requested establishment fields readable.
- Preserve the original. Save the unedited source capture, capture date, person who captured it, and the exact copy submitted.
- Explain only legitimate mismatches. If a label uses a DBA or lists a responsible person rather than the physical facility, add a concise mapping supported by a source record.
If the Cosmetic Product Listing Number was rejected
TikTok’s Category Qualification guide lists a Cosmetic Product Listing Number (CPLN) as an example of FDA-related documentation for general cosmetics. FDA says product listing numbers are not publicly disclosed, so retain a first-party portal or submission record that connects the number to the correct product. Use the dedicated CPLN lookup and identifier guide to find the product row and distinguish the number from an FEI.
Do not submit a facility FEI or facility registration number in a field asking for a CPLN. Label the identifier type in the evidence index, match the product name to the current label, and retain the submission or update record that supports the listing as of the resubmission date.
If the exemption self-attestation was rejected
TikTok’s current beauty policy says a qualifying seller may submit self-attested documentation confirming a MoCRA registration exemption. The document should clearly state that the seller meets the criteria and is self-attesting to eligibility.
A controlled self-attestation should identify the entity, seller role, facilities and products in scope, the review period, the basis for the conclusion, the “as of” date, signer, and next review trigger. Keep the calculation and excluded-product analysis in the internal support file. See the MoCRA small-business exemption letter guide for the structure and boundary language.
If the reseller invoice or label was rejected
For a reseller, TikTok’s current beauty policy says a purchase invoice may be required. It must be in English, issued within the previous 365 days, name and address the supplier, and show a product matching the category to be listed.
The cosmetic label may need both panels: product name and net contents on the principal display panel; ingredient list, manufacturer/importer/distributor name and address, and warnings on the information panel. If the product offers medical or health-related benefits and is an OTC drug, TikTok may also ask for a Drug Facts label. Confirm classification and do not use cosmetic-only documentation for an OTC-drug request.
How to resubmit without creating a second problem
- Create a correction log. Record the rejection, cause, record replaced, reviewer, and date.
- Build a one-page evidence index. Map every requested field to the exact file and page or screen location.
- Quality-check names, dates, roles, and identifiers. Use a second reviewer if possible.
- Upload only current, legible records. Avoid a large folder that forces the reviewer to find the answer.
- Archive the submitted packet. Keep the exact outward-facing files, confirmation, and decision.
- Resubmit in the rejected category. Follow TikTok’s current path and wait for the decision; TikTok says only one active application per category can be submitted at a time.
Use a preflight before the next submission
The free three-page TikTok Shop MoCRA Evidence Preflight Checklist covers seller role, live request, evidence path, identifiers, names, dates, legibility, and submission quality. It is designed for a fast final review.
For a reusable correction packet, the MoCRA Marketplace Compliance Evidence Pack ($39) adds editable request, evidence, portal, registration, listing, and exemption controls. It is a one-time workbook purchase—not a filing service, certification, or guarantee of TikTok approval.

Why was my TikTok Shop Beauty category qualification rejected?
TikTok says many category-qualification rejections involve missing, incorrect, or unclear documents. Open the rejected category in the Qualification Center, read the specific reason, check the current Beauty and Personal Care policy, and correct only the identified record or mismatch.
What FDA document should a cosmetics manufacturer upload to TikTok Shop?
Follow the live request. TikTok’s current U.S. beauty policy says proof of registration may be an FDA portal screenshot, a clearly identified third-party verification letter, or a self-attested MoCRA exemption document for a qualifying seller. The evidence must meet the stated field and status requirements.
Can I upload an FDA cosmetic registration certificate?
FDA says it does not issue certificates, letters, emails, or other documents that verify cosmetic facility registration, product listing, or exemption status. Do not create or relabel a private record as an FDA certificate.
How do I resubmit a rejected TikTok Shop category qualification?
In Seller Center, open Qualification Center, select Category Qualification, open the rejected category, review the reason and current policy, replace or update the relevant documents, and select Resubmit. Keep an exact copy of what you send.
