Oregon reporting is an annual operating process
Oregon DEQ says producers of covered packaging, paper and food serviceware must register with an approved PRO, report data on their supply of covered products into Oregon and pay fees. DEQ also emphasizes timely material-supply reporting because fee rates are allocated based on producer supply.
Start with the covered-product population
DEQ says producers need to identify covered products in the supply chain, determine producer obligation and apply the appropriate reporting methodology. Internally, maintain a controlled population of products and packaging components so the reporting methodology is applied to a complete source dataset.
Control weights and source evidence
CAA's reporting guidance identifies sales and packaging weights among the information producers determine. Keep weight source, unit, supplier specification or measurement evidence, and effective dates with the component record.
Reconcile Oregon sales or supply population
The packaging master and the Oregon supply population should reconcile. Keep the source system, extraction period and any adjustments documented so the reported population can be reproduced and reviewed.
Roll the data forward annually
Preserve prior-year data and compare SKU, component, material and weight changes before each reporting cycle. Oregon DEQ describes the reporting obligation as recurring, so annual reconciliation should be a standard control rather than an emergency project.
Keep program guidance outside the workbook logic
Use current DEQ and CAA instructions for obligation and reporting methodology. The internal control system should organize the facts and evidence needed to apply those instructions, not hard-code legal conclusions that may change.
