California now has permanent SB 54 regulations
California's permanent SB 54 regulations became effective May 1, 2026. CalRecycle's producer guidance points producers to covered-material guidance and PEPRS, its online system for registration, data submission and compliance tracking. Internal packaging data still has to be organized before it can be submitted through a portal.
Preserve the source data behind covered-material mappings
CalRecycle publishes a Covered Material Categories List and producer reporting guidance. Maintain the original supplier/material description alongside the category used for reporting. This allows the organization to revisit mappings when guidance or packaging changes.
Control component weights and versions
Store packaging at component level with weights, evidence and effective dates. A redesign can change a label, closure or film without changing the commercial SKU name. Version control prevents current specifications from being applied automatically to an earlier period.
Separate legal determination from data administration
Your internal workbook can organize source records, mappings, evidence and review status, but it should not substitute for current CalRecycle, PRO or legal guidance on whether a material is covered, who is the producer or how a particular reporting rule applies.
Prepare for recurring reporting
CalRecycle describes PEPRS as supporting baseline, annual source-reduction or aggregated data and other compliance documentation. Build a process that can roll forward, reconcile changes and preserve submission evidence rather than creating a disposable reporting file.
Use exceptions to drive review
Before submission, identify missing weights, unsupported mappings, unresolved supplier questions, estimates and packaging changes. Assign owners and document resolution. The objective is a reviewable dataset, not merely a completed spreadsheet.
