The four listed codes
The rule lists 8101.97.00.00 for tungsten waste and scrap and 8549.13.00.00, 8549.14.00.00 and 8549.19.00.00 for battery waste/scrap that meets the rule’s black-mass definition.
Code alone is not the whole black-mass analysis
For the three 8549 codes, BIS limits the sales requirement to material meeting the black-mass definition. Keep the material description and supporting classification basis with the code.
Design for change
BIS invited comments on additional sales requirements and indicated additional recoverable critical materials may be added. Maintain an authority/change log so the control system can evolve without rebuilding the sales history.
